Proportional Fee Rate

The variable part of a Lightning routing fee, charged as a percentage of the amount being forwarded and usually expressed in parts per million (ppm). For example, a rate of 1,000 ppm charges 1 sat for every 1,000 sats routed. It’s added to the node’s fixed base fee to give the total fee for forwarding a payment.
